Limp mode/in fixed gear speed will not exceed 10 to 15 MPH?

Hello, trying to resolve the issue and get the car out of what appears to be a fail-safe mode. The car starts up, no problem. But won't go over 10 to 15 miles per hour. Or 2,000 to 2,500 RPMs.
When at idle it's idling to high at about1,500. During idle it is surging. The check engine light is lite. Sport mode stays on flashing. But it is not being used. Sport mode on this model is activated by pulling the gear shifter over from the drive position than going up or down to set gears 1 and 2.
Ok now have changed all spark plugs have upgraded battery have replace air filter have cleaned throttle body have checked fuel filter have checked the cats. I have put in the new accelerator pedal position senser checked all known fuses relays and wire harnesses.
Okay now for fyi spark plugs were flooded with oil before I cleaned out and replaced. The throttle body was pretty dirty before cleaning. And the car had recently had an ignition steering column replacement due to someone breaking the previous one trying to hotwire. The person I got the car from handled the ignition steering wheel issue. They bought a used one from eBay and it came with the one key for ignition but leaving no key use for door. So, can't lock doors when on outside.
Upon doing OBD check, several things showed up. Neutral safety low circuit. But doesn't cause any starting issue is just easy to start with no foot on break needed. O2 sensors low circuit for both sensors bank 1 and 2. Took both off cleaned and inspected. No difference. Going to replace when I can. Throttle body actuator control low circuit and another code basically says that the PCM was not able to communicate with the transmission. Said something like possible electrical circuit issue or ground issue Code. Cv joints are ticking need boots needs probably an oil change. Has error code above speedometer. Reading says hc. Tried to run codes with vehicle from dash but won't give any p codes. Have reset system by removing battery and release the rest by stepping on brake. Done throttle relearn process.

So just to make sure you were given as much info as possible.

So, my questions are, what causes high idle RPM. Is the low circuit reading because possible fail-safe mode and of these issues or situations what could be keeping it there in fail safe mode if indeed it is in that mode. Or is there something on these cars that causes this no power acceleration with pedal to the metal. That I can't figure out?

The throttle body actuator control low circuit is the clue, sometimes when a throttle body is that dirt you just need to replace it. Did you clean both sides of the throttle body butterfly and then clear the codes? If so, I would replace the throttle body. This guide can help

INSTALLATION

Install in the reverse order of removal.

NOTE: Use a new gasket.

Tightening torque: 8 N.m (0.8 kgf-m, 5.8 ft-lb)

Answering. Yes took it off cleaned both sides. Would a bad throttle body cause fail safe mode? Giving the lack of acceleration beyond 10 miles an hour? And the low circuit power. Also the draw when checked on obd was bouncing a bit between 52 47 than when foot on the pedal all the way went to 26? And the lack of ability to communicate with transmission. All signs of fail safe mode? Or not?

Yes, a bad throttle body can cause limp mode. Do you have the code number?
