1993 Lexus LS 400 speedometer doesnt work when its cold

my speedometer doesn't work unless its 45+ degrees in the car and even then it doesn't fully work it will get stuck every now and then but when it is warm out it works just fine the guy I bought it off of said it would be expensive and only a Lexus dealer could fix it what is causing this? And how could I fix it?

Might want to investigate the vehicle speed sensor located on the output shaft housing

I owned a 1993 LS400, and I had the same problem, where the dash lights, and instrument display doesn't light up for the first 40 minutes or so. It seems to be related to the car heating up. However this is a manufacturer issue, and the motherboard needs to be rebuilt by an electrical engineer.
You can go to eBay, and find a whole bunch of people who can rebuilt your instrument displty mother board for a fraction of the price that the Dealer would change you to replace the whole unit.
I actually owed a 93' that had been towed across country. I sent one of these technicians my mother board and he was able to rebuilt the whole mother board and adjust the miles slightly for the towing time. It was well worth it for only $200.
Go look on eBay. And if you don't want to bid and go through the system, you can message the seller and strike a deal with him through regular email. That's what I did.
Its just an electrical error that can be fixed with some adjustments to the circuit board (by someone who knows what they're doing) Good luck out there!
