1999 Kia Sephia Acceleration/ engine power problems

I have a 99 kia sephia, the car accelerates really slow until about 20 mph, and is worse when it is cold both outside temp and engine temp. It runs better when the car has warmed up. It also idles in surges, like when I come to a stop the car is rocking forward. I noticed the air intake hose was cracked and replaced it. I replaced the Idle air control and throttle position sensors and it didn't do anything so I returned them. The dealership said that my exhaust was clogged but the exhaust guy I took it to said it was fine. The check engine like code was 101, which is a problem with air flow or air measurements. Changed spark plugs and pcv valve, don't know what else to do, can I keep driving it safely?

Without being sure of the problem, I can't say if it is safe to continue driving it. I will say a plugged catylatic converter will cause a loss of power and poor idle. Did the exhaust person check for back pressure before and after the converter?
