Key ignition

I drove my car and parked it at my house. I shut my car off after putting it in park took out the key. Later I went out to try to start it and it will not move past the off position. My steering wheel moves freely my gear shifter will not move. All these videos say it needs to be in the on position to change it or replace it. What if I can't get past off position no matter what I do? Please help me.
