Two of the brake lights on the vehicle are not working. Third upper center light is working fine, have replaced all bulbs and replaced fuses, what else could it be? I'm assuming the brake switch controls all three light so I'm also assuming it can't necessarily be the brake switch as the center light still works.

Suspect faulty stop light switch. The stop light switch, located at top of brake pedal arm, does NOT control the high mount brake light.
