Hello when I am driving at any given speed and I let off the gas, the jeep slows down considerably and I can detect a slight humming or rattling sound coming from my tires. I just replaced the tires, didnt help. And when I slow down and apply the brakes the steering wheel shakes. Also when I am driving 2-4 miles an hour the steering wheel also shakes. What is my proble?

Usually when a car shakes as you apply the brakes, the brake rotors are warped and need resurfacing. You have some additional symptoms that need to be diagnosed. I would recommend checking all your suspension components. Although the inspection is easy, it takes a practiced eye to detect wear and excess movement in your front end. A good independent repair shop should be able to test drive and inspect to see what your problem is.
