1994 Jeep Cherokee not starting

The engine is not starting. It will try to start but dies right away. It has good fuel pressure. Some said it could be the iac valve. How do I check this.

What was the fuel pressure readings?

Yes the fuel pressure is at 39psi when the pump primes, it jumps up when you crank it.
It will chrank and fire for about 2 secs then dies. When giving it gas when giving it gas it might last 3 to 4 secs.

Check the delivery of the fuel pump should deliver 1pt of fuel in 30secs

I checked thefuel delivery it put out 1 pt iin about 20 secs.
I checked the tps it checks alright with the jeep on but not running. When you crank it over all the readings go blank.
When I mess with the throttle it will run slightly.

Try cleaning out the IACV and see what happens
