1989 Jeep Cherokee Dies

Neighbor has an '89 Cherokee that suddenly started to buck, hesitate and then died. He restarted, but as soon as he applied a bit of throttle, it dies again. I checked with a strobe and it appears to have spark while turning over and of course when it runs briefly. Acts to me like a lack of fuel. Any thoughts as to the next logical step?

Ok so does it restart and run untill you give it fuel? Or does it not matter weather or not you give it fuel. When was the fuel filter changed last? Has the fuel pressure been tested and has any one checked the TPS? Let me know and do you have a digital multi meter to do some tests?
