1995 Jaguar XJ6 Won't start

All of the electric works, but when you turn the key. The LED's and all the car powers up but the car doesn't crank or even start to crank. Sometimes this happens and after sitting it starts. The battery is fine and as I said lights, windows, dashboards lights, all electrical works, the car just doesn't even begin to turn over.
