Tries but will not start

My car has 185,401 miles on it and I did the key dance to check for codes and it keeps giving me a 1684 code. I cannot find what it means.
The car sound like it wants to turn on it keep trying to jump start it with a jump starter and with another car and it just wont turn on. It sounds like it wants to turn on, but it wont. It has fuel. I checked spark plugs and they are good, has oil. Please help I am going crazy trying to get this car going. I do not have money to take it to a mechanic shop so that leaves me to fix it on my own!

P1684 is only a status which indicates that the PCM memory has been cleared within the last fifty ignition cycles and does not indicate a problem.

Now when you turn the key to the run position is the engine cranking over fast or slow? If it is slow/dragging most parts stores will test your battery for free. Remove battery and take it in to have it charged and tested.

You see the thing is that I just put a good battery from AutoZone and still nothing. It just sounds like with more juice cranking. I was reading online something about turning the key and when it sounds that its about to turn over to press the brake and put it on neutral. Something with the neutral switch sensor.

And also if the memory was cleared would not it have a problem starting since it has no memory? I do not know I am just asking.

It just means there is no fault codes stored in memory. And I do not believe the neutral switch is faulty. If it was then the engine would not crank over. At this point you would need a fuel pressure gauge to test for fuel pressure and check to see if you have spark.
