2004 Isuzu Rodeo Question Engine Won't Turn or Stalls

The engine will periodically not turn when I try to start up. I have to try to turn for several minutes before it will start up (before using and after recent use). had diagnostics performed by 3 different mechanics and they all said everything checked our perfectly. I have full electrical use (radio works) but engine won't turn.
Recently, after starting the engine is either sluggish or stalls.

Do I have an issue with the engine block?

Ok without testing, by what you are discribing I would say that you have a problem with the starter. Now what I think is happening is that you are landing on a bad spot on the disc that makes the connection so the start will turn the engine over. When you land on this bad spot you have to turn the key to the start possition several times to get the disc to rotate enough so that it has a good spot to complete the connection. Now before buying a new starter I would consider having yours fixed. If you have an electrical repair shop near you then the part is about 5 dollars and about 35 to put it in on average.
