1993 Isuzu Amigo Car wont start

I have a new battery and new battery cables, New starter, New ignition switch and i hooked up the battery and tryed to start the car but nothing the starter doesnt even tick so i checked at the battery i have 12.51 volts and down at the starter i have 12.51 volts what could be the problem ?

Could be the starter relay if it has one and also an open wire to the starter solenoid or the neutral safety switch.
