When you say you cleaned the carburetor, can you give details about how you did this? If you have not rebuild the carburetor, I would suggest starting there. Completely take it apart and replace seals and gaskets and then put it back together. I suspect you have a leak inside the carburetor. I have experienced exactly what you are describing and it is always the carburetor.
Clearly vacuum leaks can cause the similar issue but since you have eliminated that, I would think the carburetor needs a refresh. Looks like most parts stores carry a kit for not too much money.
