If while driving and the power on a diesel engine drops out that is normally a fuel issue, so I think you are on the right path. What I would suggest is when driving the vehicle monitor the fuel pressure with a scan tool when it loses pressure. You should have fuel pressure sensors that will tell you what the commanded pressure is and what the actual pressure is. These should be close to each other at all times with the actual pressure trailing by a second or two.
