Instrument cluster does not register tachometer, heat or fuel?

Instrument cluster doesn't register anything but check engine and speed. It's been sitting for 5 years. When I got it, I cleaned the fuel tank, replaced the fuel filter, air filters both inside and out. Then we did an oil change and spark plug change. Flushed the coolant and replaced the temperature sensor. Still no reading on the cluster and the fan doesn't engage unless the A/C is on. I'm about to replace the cluster and also the MAP sensor as when it's unplugged it's sluggish but runs. When plugged in it falls flat on its face. I'm curious if I'm missing anything that I can personally check before paying large shop fees. I've checked the fuses and the only one blown is the front aux 20 Amp fuse which I assume is the cigarette plug in the console. This is on the vehicle listed above.

I would try a hard system reboot; this guide can show you how:

Also, check all other fuses but it seems like the cluster is bad, you can get a preprogrammed unit by searching Google or Ebay. Here is how to swap out the IPC. Check out the images (below). Please let us know what happens.

I'm thinking the same thing about the instrument cluster. I'm going to order one tomorrow. I found them available to be programmed to my car with correct miles and Vin for 250. I think that's the best bet. I'll let you know if that helps. I did unplug the temerature sensor and the fans came on. I removed the cluster and plugged it in. The fuel gauge did move, and the tachometer tried to. So yes. Ordering on Friday.
