Ignition key will not turn

My ignition key won't turn, stuck in the off position. What do I do to remove lock cylinder? If this is the cause I do not know. I already purchased a new lock cylinder but now i'm reading the key must be in the on position in order to remove lock cylinder. This is very concerning if I cannot turn key. I am not sure I fully understand the description of drilling holes in housing etc. A video would help. If there is one anywhere in the world. Please help.

This could be due to a couple different things. However, here is a guide that will help with this:

I would suggest moving the steering back and forth and try to turn the key. If it still does not turn then you can try using some WD40 in the switch and then work the key back and forth to try and loosen it.

If none of this work, try a spare key as sometimes the key is worn and will not move the tumblers correctly.

Lastly I attached the process for the ignition switch. You have to remove the cylinder to do the switch so clearly you ignore the part about the switch.
