There is actually a TSB ( technical service bulletin ) about ignition lock cylinder binding issues. It calls for the removal of the key lock from the cylinder case housing, thoroughly cleaning the housing then lubricating the blade inside the housing then lubricating the lock cylinder itself. However the most likely issue would be with the transmission shifter as it has a shift interlock cable that runs from the shifter to the ignition cylinder case housing to prevent the key being accidentally turned off and locking the steering wheel while driving.
I would remove the steering column covers and remove the cable from the cylinder housing, I have attached diagrams showing the covers and the cable, unfortunately the only diagram I could find doesn't show the exact location of the lock cable installed however it should be the only cable connected to the column. After removing the cable try moving the shifter and see if the pin moves when the shifter moves. Even if it does I would take a small screwdriver and insert it into the hole that the pin goes into and and move the locking slide and see if the lock cylinder turns to the off position, try going in both directions while keeping slight pressure on the cylinder in the off position. If this allows the key to be turned off then the cable needs to be replaced. If it doesn't then I would recommend following the TSB and lubrication the mechanism.
