Idle issue?

So, I have the car listed above and i recently bought a new carburetor for it. I put it on and started the car, but I would start idling at 3,000 RPMs. I found out that it wasn't getting any voltage to the choke. Which is causing it to idle that high. I have no clue on what to do going forward.

Hi,

I'm looking through the manual and it is showing choke operation is controlled by a coil tension spring engine vacuum. Which

I assume the choke isn't opening properly. I attached the adjustment directions below. Take a look and let me know if this is what you have.
