I need to know what part this is

I was taking out the water pump because it was leaking after we got the car, (it sat for 8 years) because we assumed the gasket was leaking, took everything in the way out.
When I got to the water pump there was the water pump, and this bar like structure above it, is this part of the water pump or something else, because when I was taking it out, I tried to loosen a piece and the bolts were rusted and snapped off irrecoverably.

There's a picture attached of the part removed (mind the shop towels on it, they're on there so I don't get gunk everywhere).

that is the crossover to the heads and thermostat housing it has to go back on so you can hook the upper radiator hose to it.you will have to get the bolts out of the head in order to put that back on. also when you replace the bolts use at least a grade 5 bolt they should have them at hardware store.
