The headlamps are clouded over with grime
and restrict good lighting. Is there a product or
method for cleaning them?

Try polishing them (buffing) or try heating the head lights for a couple of mins to melt the grime away

I have the same problem with my 2000 Elantra, Passenger side, I tried cleaning it and noticed its inside.
