1999 Hyundai Elantra 4 cyl Four Wheel Drive Manual 180k miles

I just changed my water pump and now car will crank but won't turn over.
I'm trying to set the timing belt correct and I see marks on the top pulley but don't see anything on the other two pulleys.
Is there another way to set the timing if you don't see the marks?

Or is there another possible reason why the engine won't turn completely over?
I've been having overheating issues and replaced radiator/thermostat/radiator cap and coolant temp. Sensor already.

Hi nlewis,

This is an interference engine and if the timing belt had been installed incorrectly with attempts made to start it, damage to the engine can occur.

The crank timing marks is at 11 o'clock.

Other possible causes for non starting would be the cam position sensor. Check its installation and wires.
