There is a breather hose that runs beside the down tube where you place the fuel. Chances are it is plugged. Take a wire or something that you can poke down through it to determine if there is a blockage. If there is, the fuel going into the tank, which is pushing out the air in the tank, fills back into the filler tube turning the pump off.
