A little description of the circuit. The horns recieve power from the power seats circuit breaker, and that supplies power to both the control side and the switched side of the horn relay. The relay is controlled by grounding either from the horn switch, or the PZM(body control module) for theft or personalization requests. First check would be if the power seats work, that would validate the circuit breaker is functional. The horn relay is in the underhood fuse box. Check when the horns are activated, if the relay clicks. You can also swap it with another relay. It could be functioning(controlled) but still have a faulty switch contact inside. If it is clicking, check for power and ground at at least one horn connector. You could have two faulty horn assemblies. If the relay does not click when activated, you will have to track down the circuit that grounds it. Maybe even arm the theft system with a window open, reach in and manually unlock and open a door. If the lights flash and the horn sounds, you may have a problem with the horn switch, contact ring in the column, or a poor connection in the column under the airbag.
