I have a 1992 honda, and when I try to turn the car on, if the engine light is on, it won't let me start it. If I leave it for like 1/2 hour, the light might turn off, and I can start it again. The light never turns on while driving. Anyone have any ideas? I'm thinking of buying an engine scanner, is it worth it? Any help wuold be be awesome!

I purchased a simple one for about $30 on ebay and have loved it. It reads things just fine and will reset the check engine light after four flashings of the engine codes. Very simple and very small.

Now about your problem, if you are talking about the check engine light. That is only an indicator of a problem and the problem is intermitent. Spelling. There must be a code ready to read. Once the car is started does it run fine and will continue to run without any further problems or check engine light?

The car runs fine, until you shut it off and try to turn it back on. It seems like it's only when warm?

But you mentioned that the CEL comes on. That is something to look in to. There are codes stored.
