1991 Honda Prelude Car Not Starting

I had a dead battery, but I could jump it off from another car and it would fire right up. I bought a new battery (and yes the wires and terminals are tight) now the car wont even turn over. I checked the fuse panel under the hood with my meter over 12 volts everywhere and no blown fuselinks. I even tried jumping the new battery and nothing. Has anyone ever seen this problem and found out what was wrong or does anyone have any idea what happened? Now I'm thinking I should have left the old battery in it and just kept jump starting it.

Now the car wont even turn over.

Does it crank over and refuses to start or just won't crank at all/nothing?

It won't do anything. At first I tried it by myself and didn't get no noise no nothing. Then I went back to it with my girlfriend and got her to try it with my meter on it. At first I was reading 12.46 volts and no noise. 2nd and third time I was reading like 11.4v and sometimes I could here what sounded like a relay other times I heard nothing but I did push the car foward and see if it moved the starter and this was before I did all the above.

Get the battery load tested. These readings are you cranking the engine over?

When key is in run are the idiot lites On?
