The rubber section of the power steering line is leaking. Can the rubber section of the high pressure line be replace with metal? and why was this section done in rubber to begin with when it seems to be a dangerous cause of leaks

This is a high pressure hose and flexibility is required as it is connected between components on the engine and chassis. If you replace it with metal pipes, I guarantee it will break off in 2 days.
