Engine is revving when idle

My 97 Honda Passport is revving at about 3000 rpms when idle. It is an automatic transmission. It won't do this every time. It is kind of random. It will also rev up when I am slowing down, it seems like in between downshifts. I recently put in some fuel system cleaner. Would this cause any problems or would it be a transmission problem?

Kind of a surging up and down of the engine speed?

Vacuum leak at tubing, leak in the intake manifold or intake manifold gasket, air in the cooling system, or a dirty air idle control valve are some of the possible causes.
