1998 Honda CRV Ignition and electrical issues

I have a 2 part question. I have a 1998 Honda CRV. I just had the timing belt and battery replaced a week ago, and sometimes when I start the car, there is a buzzing sound, and none of the electrical components (such as the radio, or ac) work. If I turn the car off it seems to work once I turn it on again, but a few times it's been nearly impossbile to turn the key to the off position. What's going on here? Also upon restarting, I sometimes hear the sound you hear when you turn the to start the car after it has already started. Anyone have any ideas?

The symptoms described seems to indicate a faulty ignition switch.

When problem happens, are the dash lights showing when ignition switch is turned to ON?

Is the P light showing?
