honda heater switch

my heater blower on my 1999 honda civic is only working on speeds 3 and 4. Is it possible that the switch is faulty or is there a resistor that could be burnt out?
If the resistor needs replaced where about in the car is it located

check for burn out switch, sometimes the contacts are faulty and the heat "melts" the plastic housing (inside the switch) and its hard to detect.
