1995 Honda Civic possibly computer problems?

The car cranks but it wont start. Checked the spark plugs, and the timing belt. I get an arch, me and my dad who knows about cars checked everything we could think of. Now when checking the fuses the back up fuse was blown I have already replaced that. My problem is I pulled the connector under the dasboard to get the problem code, we used a jumper and everything I have read says your "check engine light" will blink with the code. Well when we do that and I put it to the on positoin the check engine light just stays on constant and the srs light blinks fast non stop. Any answers or helps may helpp please. Oh and I just changed the fuel pump as well. So I know its not that.
Can you help me out?

Hi palmbay321,

The engine computer system is without any errors, so is the SRS.

You have igniton sparks so thet leaves the fuel system to check. If fuel is not getting to the fuel rails, the PGM-FI main relay should be the cause of the problem.
