While my civic often starts with no trouble at all, roughly 20% of the time it has trouble starting.

At those times, when I do get it to turn over I notice grey/ black smoke and a fuel smell from the exhaust that disappears after a few seconds.

I have noticed that if I roll the car forward in gear it helps the car to start on the next attempt. However this could just be coincidence.

Sounds like you are either over-fueling or have weak spark.

Hook a fuel pressure tester to the fuel system to measure pressure. And check for weak spark while the vehicle is acting up.

If either of the above is weak, what are the steps to rectify the problem?

Thanks in advance for your help.
