My car idles up and down while sitting still. What is causing this to happen?

It is most likely your IACV acting up. I would recommend servicing it with throttle body cleaner before replacement of the part.
It may also be a vacuum leak or faulty FITV as well. Personally, I would remove both the FITV and IACV and give them both a very good cleaning with throttle body cleaner.
