i cant figure out how to get the brake drum cover off

i have a 1990 honda accord 4 door ex and im changing the back brakes and the brake drum cover will not come off i thought it was just suppose to come right off but it feels like it is stuck or being held together by something can someone help please

They generally get rusted on. Does it turn pretty freely so that I can eliminate that the shoe is rubbing to tight against the drum? If it turns pretty freely then I would grab a nice big hammer. DO NOT HIT THE LUGS. Give a couple of raps to the drum along the outside edge. It should loosen up nicely.
