If your clock spring has been changed then we need to find a little more detail out about what your cruise is doing. When you press the buttons, do any of the lights come on that show the cruise is on? Does it just not engage the cruise?
Basically we need to know if you are getting voltage from the buttons to the gauge control module. The way this works, is the buttons tell this module that you have pressed the button and it then sends the correct signal to the throttle control actuator.
We are going to have to track voltage through the system and find out where we are losing it.
The issue is you are not going to be able to track voltage from the gauge module to the throttle module as that is what is called a bus network and it sends coded messages to tell it what to do. Here is a guide that talks about this:

Let us know if you have voltage at the gauge module on the circuits highlighted below and we can go from there. Or if the cruise indicator is working then we can make an assumption at this point that this is working.
