2002 Honda Accord Squeaking

I took my car to Brake-O Automotive Centers in Gainesville, GA because the brakes squeaked a little once in a while. The tech looked at my car and said that I had about 60% brakes left or more. He tried to explain to me why they would squeak every now and then and today, that's normal. My question is, if that's considered normal, how does one know when they need brakes. I always heard that when you hear a squeak, it's time for new brakes. ????

Its all depends on pads material and quality
some make noises and need to be clean and lube more often than others
