Hi Bart,
The problem seems to be due to a malfunction in the idling circuit caused by vacumn leakages or a faulty Idle Air Control valve.
Quite often the IAC gets stuck and allows excessive air into the intake which increases the idling speed and the PCM is trying to compensate so the rpm surges.
A clean up of the IAC and throttle valve body with carb cleaner might solve the problem.
