1999 Honda Accord Low engine temprature

When I start the car in the morning it takes a drive of about 2 miles for the temp to rise to normal level. This is despite the high revs and delayed gearshifts designed to take care of this. At idle the temp wont rise. When I am on the highway and maintain a constant speed and accelerator position the temprature starts to drop to near zero but in urban driving the temp will be okay. What could be the cause?

Check that the thermostat has not failed and the valve has stuck open or the control valve has not broken free and there is no restriction at all.
