1998 Honda Accord A/C

Hi there, I been working on my vehicle for a week now, I'm having difficulty fixing the A/C. I have checked the fuses on the driver side and the the engine compartment fuses, and they are in good condition. I also checked the passenger compartment fuses. I have checked the compressor clutch relay, (GOOD) I have 12.6 volts at the clutch relay contact number 1 when the ignition is off, and 12.6 volts when the key is on, at contact number 4 and 1. I also checked for continuity from the relay to the compressor connector and there is continuity. I also put a jumper cable and the compressor clutch engaged. I also jumped the A/C pressure switch and the compressor did not engage. At times the A/C compressor switch voltage ranges from 4.5v sometimes and other times is 9.6 volts. Can you help me fix the compressor clutch?
