Green "s" light blinks on the dash, the car won't turn over?

I have a 1991 honda accord sw. Randomly when you turn the key on, if the green "s" light blinks on the dash, the car won't turn over. Sometimes it will go off and start right back up, sometimes it takes up to an hour and a half. A friend told me there was an internal alarm system causing this problem. Has anyone heard this before, and if so how do I disable the damn thing! Once in a while it will start when the light blinks, but when it does the car will barely drive. Thanks was told it was the main relay. I thought we checked that, but just in case, where is it located?

A blinking "s" light usually turns out to be a bad VSS (vehicle speed sensor) on these.

I am not aware of these having a factory anti-theft.

When it does not start is when you need to troubleshoot. I think these are two separate problems.

The VSS was one of the first things my husband checked. It was fine. The car will not turn over only when that light blinks. No blink, starts every time. We did change the main computer and transmission computer this weekend. Same thing. No change. In fact, it will not turn over right now. Someone else said the main relay? Where is this located? In case I overlooked something. But I am sure he tested all the relays and sensors. He is ASE certified in everything. I am pretty confident he knows what he is doing. This one has got me baffled. Thanks for your response.

The PGM-FI main relay location is shown in the diagram provided.

Yes, the symptoms described is most likely to be caused by the relay.

Remove the relay and resolder all the main joints on the circuit board and it should solve the problem.
