1989 Honda Accord WONT IDLE

I have a 1989 honda accord 2.0l fi and the first problem I have is when I step on the brake and the car gets to about 15mpr and 900rpms. The rpms jump up about 100rpms and backs down feeling like a pull on the car, and when the motor is cold it idles about 2000rpms until warmed up. When I drive the car to operating temp, and stop the car, try to start it about 15 to 20 min later. It wont idle. Unless I hold down the accelerator to about 1500 rpms for about 15 sec. Then it will idle fine. When I bought the car the timing belt was replaced, and the rear brakes were done, and other belts. Please hel

Check and test the throttle angle sensor and electronic air control valve-see below
