Just so I understand, you remove the hazard switch and they still come on? If they do then you have an issue with the BCM that controls the lamps. Basically the switch is just an input to the BCM and then it tells the lamps to turn on and off.
Take a look at the wiring diagram but I suspect the BCM needs to be replaced. To confirm this I would monitor the voltage on the wiring highlighted below when they are coming on when switch is off. If there is voltage coming out of the BCM with in input from you then the BCM is the issue.
