Most consider 15,000 miles per year, average, so this is right on target for the expected mileage.
Is it too high? These vehicles are very reliable and proven. At 169,000, it should have a lot of life left. However, the timing belt needs replaced at approximately 100,000 miles. I suspect it was done simply because of the present mileage. If it wasn't and it breaks, the engine will experience internal damage and it will likely be cheaper to replace than repair.
My thoughts are this: If it has been properly maintained and not abused, it should be a great car for you. I would ask about the timing belt. It isn't a cheap job. Also, as I tell anyone buying a used vehicle, Buyer Beware. I always recommend having the vehicle inspected by a certified technician before purchase.
