1992 GMC Sonoma Unable to start when cold

4.3L TBI Sonoma, when trying to start cold it sputters and putts and occasionally backfries out of the engine. Once it hits 170 Degrees it starts and runs perfectly fine. Brand new cap and roter, map sensor, Engine cooling sensor deal (I forgot the technical name sorry) New wires, New TBI as a whole so injectors are brand new too. We thought there was water in the fuel tank so we dropped the tank drained all the fuel put brand new fuel in it ran the engine as hard as we could to get whatever if any nastys out of the lines. Now we are out of ideas! Let me know what you think. The only thing that we have yet to check is the fuel pressure we don't have the tool for it.

Check to see if there are two coolant temp. Sensors. One may be located in the head and one may be located in the intake manifold. There may be an Intake Air Temp. Sensor also. Is the Throttle Position Sensor new? If not check it. This also may be an Oxygen sensor. The problem with temperature related sensors is it is very difficult to test them accurately- I usually sugest testing first but with these sensors sometimes it's just better to replace them.
