2000 GMC Jimmy Fuel gage

My fuel guage stays on full all the time. As I drive it it will come down to a little over 3/4, but return to full. Then everyonce in a while it will go to below empty and low fuel light will come on. Is this a big fix like having to drop fuel tank and replace fuel pump or could something else be causing this?
