1995 GMC Jimmy problems starting

Have a 1995 jimmy that will not start we charged the battery assuming that was why the starter was making a rapid clicking noise and it still happened. The engine barely turns and there is a small motor noise coming from underneath the steering column next to the e brake. The system goes beserk making beeping noises and a flasher noise and tries to fire on the motor at times when I hit a key on the keyless entry remote. I assume there was a remote starter and possibly alarm on this vehicle. So what would be the best approach to this issue?

Anything after-market that is wired to your starter circuit, my info won't show the wiring. Check the circuits at the starter relay. Anything aftermarket, they may have their own web site, where they can give you better info on the product than I can. Any voltage testing, make sure the tranny is in park or neutral and the e-brake is set. Any questions about the diagram below, holler. Terminal 30 is hot all the time. Terminal 85 goes hot with key in the crank position, according to the diagram. If the relay has been rewired, all bets are off.
