Head lights are a safety system, so they don't have fuses. There is a fuse link wire that will only burn open in case of a major short. Yours is a short piece of dull black wire spliced to a red wire. It's attached to the "Battery Junction Block" under the hood. Test it by tugging gently on it. If it acts like a wire, it's good. If it's burned open, it will stretch like a rubber band.
The main protection for head light circuits is from an auto-resetting circuit breaker built into the head light switch.
