If you use a circuit tester and not getting read at all on fuses under hood and you replace with still no read on more than half of fuses, what does that mean? Also, how do you know if relays are good?

Good morning.

There has to be power to the fuses with either the key on or some are with the key off.

Did you check the fuses with no power even with the key on?

If you did, then the fuse box itself is the failure. That is not uncommon. They do fail.

1. Disconnect the negative battery cable from the battery.
2. Disconnect the positive cable from the battery.
3. Disconnect the air inlet.
4. Remove the cover from the underhood junction block (2) and the battery cable (1).
5. Remove the splice pack from the inner fender.
6. Pull the underhood junction block out of the bracket and rotate clockwise 180 degrees.
7. Unsnap the bottom cover.
8. Remove the connectors from the underhood junction block.
9. Remove the underhood junction block.
