Fuel pump runs all the time?

Recently my van has been drained of power if you let it set for more than 4-5 hours. And now I noticed that the fuel pump is running continuously, and it will not start, cranks but no start. And a couple dash lights are always on too. You have to disconnect both batteries to get it to turn off. However, I need to mention that last night when I did drive it. I turned the key off and removed it from the ignition and the van was still running. Even after I disconnected both batteries and removed the ignition it was still running. What do you think We? We just lost everything in a fire and the van is all we got left it's our home now. So please be honest and don't try to BS me please.

I am sorry to hear about the fire, no worries on the BS. But I am a little confused you say, " it will not start, cranks but no start" and then "I turned the key off and removed it from the ignition and the van was still running". So, does the engine run or? I have seen the fuel pump and EEC (EAC) relay stick on which can cause these kinds of problems, here is the location of the relays so you can swap them out. Check out the images (below). Please upload pictures or videos in your response to the problem so we can see what's going on.
