When you block it off, the pressure will and should rise.
The regulator's job is to maintain the pressure for the engine.
I would suspect the crank sensor for the issue.

1. Disconnect crankshaft sensor harness connector from sensor.
2. Remove crankshaft sensor to engine block bolt, then remove the sensor, Fig. 5.
3. Reverse procedure to install. Replace sensor O-ring if worn or damaged, lubricating new O-ring with engine oil prior to installation. Torque crankshaft sensor to engine block bolt to 88 lb in.
