Nearly positive it's a clogged fuel filter, just had complete tune up and distributor cap replacement. Low miles and nothing were wrong with it at all. I just want to know where the fuel filter is located for my exact make and model, that's it, google has shown me every year surrounding 99' and none show the JXI (convertible), all are showing me 2000 or 1998 and also only the lxi, I have no money to tow it if it's really the filter then it's not worth it I'll figure it out myself. Going through a divorce and car wouldn't start right as I was able to start moving my things out and I'm stuck in a bad situation with little funds and can't find anyone to help.

Hello, it looks like the fuel filter is in a real rough spot to get to. It's mounted to the frame above the rear of the gas tank, Ill post the diagrams. Service info states part of the tank needs to be dropped to get to the filter. This is for the Convertible.

Wow, thank you so much! That was exactly what I needed to know, certainly a job too big for myself, so I suppose I'll have her towed to my mechanic after all. I was trying to save some money since the towing around here is as much as the job I would think. Actually, what would a fair cost for parts and labor for this job be? I am also troubleshooting that it may have just been out of gas because that's what it was acting like however my gauge didn't read as such. However, the gauge has been off lately and I noticed discrepancy more and more and really can't remember how much I put in or when, no check engine light and no other symptoms leading up to it so I'm trying to gas it now and hoping that's my fix. So, I appreciate your response more than I can say. Very straightforward and easy to understand and I couldn't find it anywhere on the whole internet before you so honestly great job and I know you keep up the good work.

She just had a full tune up a month ago and a new distributor cap, I think worth mentioning as that's the most common suggestion when thinking about my issues.

Have you thought about doing a fuel pressure test to verify it's a fueling issue? You will have to tap into the fuel line coming into the fuel rail in the engine compartment, since there is no test port. This vehicle has quick disconnect lines where a small tool is used to push into the line to release the spring that holds the line together
this would be much faster than replacing the filter, at least to verify that is the issue first.

I had not thought of that, I will add it to the next in my list of diagnostics if this doesn't work. I'm thrown off because there is no check engine light, would fuel pump and pressure related issues, anything regarding that line of issues really, usually trigger that?

Do you have a Check Engine light come on when you turn the key to just the On/Run position, but not start the engine? It should come for a few seconds; it should also come on during cranking. If you see no check engine light at all, then there might be an issue with the engine computer not powering up. Possibly a blown fuse. If you have good spark, you could take a couple spark plugs out, check them and see if they are wet with fuel, if they are completely dry, then there is a fuel pressure issue, or there is no fuel injector pulse (control). What do you have for tools? A scan tool, or 12-volt automotive test light?
You can even just take off the fuel line going to the fuel rail and turn the key to the On position and prime the fuel pump into a bucket. To at least verify it's not a failed fuel pump.
